In Tamil Nadu, the Anna University, Chennai is the authority for admitting students to various Government, Government aided and Private Engineering Colleges, through counseling.

Years back there was an entrance examination to decide the students rank and admission was based on the performance of a student both on the entrance examination and Plus two examination.  But, now the entrance examination has been abolished and the students are admitted based on the performance of their plus two examination only.
